[Cialug] Mediacom to boost speeds

There's 90 volts on the center of the larger lines that power amplifiers
and splitters. That voltage is inserted by the larger cabinets on the
poles, usually labeled with the manufacturer name of Alpha. They don't have
a huge amount of runtime.
