[Cialug] Simple ticketing system

Trying to solve a problem for a friend, .. need an app that will:

 * Log an incoming email and generate a "ticket"
 * Send an alert to every "worker" that a ticket has been generated
 * Allow a "worker" to acknowledge, and add notes to the "ticket"
 * Show "ticket" "Open" status on a simple list for everyone

Been using Redmine here for 15 years, have never actually looked at a
normal ticketing system - IS this a "ticketing" system application? Any
suggestion for a simple one?
