[Cialug] Users needed

Hey, if we're writing rules for the mailing list, I'd prefer that
recruiters not send emails to the list whose only content is "I'm looking
to fill this job". I genuinely like it when contributing members of the
list share job openings, and genuinely do not when the sender contributes
nothing other than advertising a job.
