Seems like any distro would be fine for web development. For slimming down
the GUI, I think xfce is very usable. Find a distro that fully supports
xfce. If you liked Ubuntu then you could go with Xubuntu or Mint Xfce. I
really like Mint.
You could install something without a desktop manager (Debian would be a
good choice here, I'm sure) and then install the window manager of your
choice. Here's some info on window managers:

The advantage there is you that you put a little work into it, but then you
get a solid machine that does what you want and will serve you well for a
while. I'm thinking of switching back to Gentoo, but that's a learning
curve if you haven't used it before and I don't know how it's doing these
days.
