I didn't realize you were having modem troubles. Even though you're physically near the CO there's still a long loop of old copper winding through the neighborhood before arriving at your home.

Sure it does! You just have to provision them with business service, ..
just as DSL.
If you want to use 'residential' service, you have to use a dynamic DNS provider just as DSL.

Sounds like DSL? We have had 30Mbps Charter service here in the shop for many years, and have never experienced an outage. Residential service even! [Have not figured out a way to multi-home the servers here that could use the bandwidth, so we do not use Business Service.]
