I've got a commercial cable account at home, so I have two static IP
addresses. I've got a couple dozen domain names running on my web servers
(one server is Windows/IIS and the other is Linux/Apache).

Go to www.dyndns.com. They have dynamic DNS names. Anyone can get one name
for free.

Ive never heard of a dynamic alias, but, obviously, that is what you would
need if you dont have a static IP address.

You can host a web page, but without a static IP address it will be hard to
find. You need a static IP address to set the DNS to resolve to your IP
address. Even if you access the page by IP address, it will change every
now and then.
