Go to www.dyndns.com. They have dynamic DNS names. Anyone can get one name for free.

I’ve never heard of a dynamic alias, but, obviously, that is what you would need if you don’t have a static IP address.

You can host a web page, but without a static IP address it will be hard to find. You need a static IP address to set the DNS to resolve to your IP address. Even if you access the page by IP address, it will change every now and then.

I would like to host a web site on my home machine but I am using cable (Mediacom) for my ISP. Is it possable to see a web page on my web server from outside my home network. using cable? If so how is it done?
