[DM-MUG] perplexed - blank DVD won't work in drive

I put in new untouched Apple DVD to burn pictures = It asks me what I 
want to do and I say I want to open the finder = up comes the message 
"operation couldn't be completed because you do not have enough 
access privileges"  - I'm the user/owner, the disk is blank, it won't 
even go on desktop so I can 'ignore ownership' - what am I missing 
here??

this is a MacPro running OSX4.10 and lots of ram and HD space - I've 
repaired permissions, restarted several times,

I can't do a get Info if the disk doesn't mount on the screen...I'll 
try to mount with Disk Utility and see if that works

have tried three DVD-Rs so far, none worked [one was an Apple one in 
casing, others are directly off spindle and 70% of these disks have 
burned just fine...]
I was able to get Disk Utility to 'see' the disk in the DVD drive but 
its not on the desktop to do any get info on = but here is what is 
going on and I don't understand it

the discburning in Apple SysProfiler re Hardware says Optiarc DVD RW 
AD-7170A and I gather that is the actual optical reader [which has 
worked before to read, not write yet] and it says it supports 
burning, it reads DVD and writes DVD of the type I put in [-R] = 
inside the burner is a DVD-R media disk, and systemprofiler says it 
is blank, not erasable but is overwritable and appendable...

when I open Disk Utility it shows up but it won't mount...and when I 
do get info from within DiskUtility it says it is locked, 0 bytes 
capacity and read only [DVD-R] and is unformatted...

I am flummoxed.
