I had a similar issue with Manjaro, brightness controls didn't do anything
- I think the fix for me was some kernel arguments on boot.
Looking at my commented out lines in /etc/default/grub for
GRUB_CMDLINE_LINUX, it looks like I previously had acpi_backlight=none,
which I switched to acpi_backlight=native. I also added
i915.enable_dpcd_backlight=0, but not sure if that helped or not.
