[Cialug] Buster upgrade problem

Upgrade an old Pi from 9 -> 10 Raspbian, .. but something borked:

"Cannot open access to console the root account is locked. See sulogin man
page", along with a number of systemd services failing to start.

That seems to indicate that the kernel cannot mount the root FS, but fstab
has not changed in six years.

Without the kernel running, there's no way to see the UUIDs or even the
dev entries, .. any suggestions?
