It's not going to be as easy as doing a geo-ip lookup on the IP addresses
because all of the root "servers" are actually multiple physical servers
using anycast to route traffic to a given root server IP to the closest
physical servers. See https://www.isc.org/f-root/ for an in-depth
discussion.
However, there's https://root-servers.org/ which provides lots of details
as to where the physical servers are located and who runs them.
