Yes, that's the default behavior once you've enabled authentication. There
are a couple of ways to do what you want though.

1) Disable all guest logins, which would mean that everyone that wants to
join a chat would need a login to the server.
2) Once the moderator has created and joined the room you can add a
password that guests use. See the "i" button in the lower right.
