Maybe I misunderstand, but OpenSSH 6.3 was released on September 13,
2013.  So I don't think the above is relevant to your situation.

What version of OpenSSH are you using?  OpenBSD 6.4 has:

$ ssh -V
OpenSSH_7.9, LibreSSL 2.8.2
