Figured out the running kernel with the problem is the fallback for this
installation, .. apparently the actual update (4.18) failed and I did not
know it, so it booted to 4.12.

The actual 4.18 kernel does NOT have the same problem, so right now I am
going to chalk it up to kernel mismatch.
