Are they clearing the arp tables in the modem?

> Yes, this happens to me too here with Mediacom sometimes. It likes to make a relationship to one network card and if you try to switch to another computer/device it will not talk to it. Leaving the modem off for a while usually fixes it, also you can call support (here at least) and they do something on their end that makes it forget the old device. I usually let it rest longer than 5 minutes, but that might be enough.
