Pretty sure Raspbian Jessie uses dhcpcd by default. You'll need to edit
/etc/dhcpcd.conf or disable it.

Auto on the interface means "bring up on boot" - which is what you want.
ifconfig is so deprecated I'm not surprised secondary ips don't show up.
Use 'ip addr'
