[Cialug] tool to check hardware and internet connection?

Is there a tool that can check my hardware and my internet connection to
give me an idea if the slowness is caused by old hardware / insufficient
memory or by Mediacom?

I use a Dell Dimension e510 with 1 GB of memory and Windows Vista. I also
have Ubuntu 12.04 in a dual boot configuration. Either side of the house
seems slow.

I read an article at Tom's Hardware (can't find the link) that said my
video card might be too slow.
