[Cialug] Rate limiting in Postfix

Does anyone have a recommendation for a good rate limiting Postfix plugin?
Would like to:

1) Detect, say, more than 3 emails sent per minute;
2) Disable that account for, say, 30 minutes;
3) Return an error email to the user.
