Actually, rsync works over ssh/scp by default, .. which is about the only
way to use it unless you're on a local network and don't care about
security.
All you need with the target machine is an ssh keypair, and a restricted
command on the root key if you need system files.
The concept of an 'rsync server' is pretty much dead.
