I don't believe that Windows has a native notion of a home directory,
even though Active Directory makes it seem like there is one. So '~'
is probably a no-op on Cygwin, unless perhaps a "HOME" enviroment
variable is set or something like that. Try hardcoding a path in the
configs and see what happens.
