[Cialug] vim on cygwin

If I'm on windows, I tend to use windows apps. Likewise when I'm on linux
(no reason to use wine....ever.). It may be unpopular round these parts,
but spending time configuring and compiling applications for windows is a
giant time suck best avoided. I use gvim daily, and for everything else,
there's a VM ;)
