I've done that before and it works. I know Tripp-Lite and Avocent and perhaps IoGear, Blackbox and others all have a single port KVMoIP device.

I've used the Avocent one before in a situation like you are describing and it works.  In the case of Avocent there is an embedded web server and it launches a JAVA application for the terminal session.

I don't recall our DSview requiring a license server - maybe because I was the only one using it or it was on a scaled back unit.

In doing more research, it appears that the remote "viewer" 
application is DSView, and it requires a license server. Any idea how/where to get "DSView" and the cost?

As it turns out, a fancy IP KVM may not be requried - I found a Tripplite item last night that seems to offer remote web access to the console hooked *TO* a KVM setup:

Looks like I could use a standard 24 port box and just put this in front - does that make sense?
