[Cialug] crontab not doing its thing

I have the following line in cron that seems to not ever run.

46 03,11,19 * * * ntpdate -s 0.north-america.pool.ntp.org

If I run the ntpdate command alone, it works.  I also fire off a backup
script that runs successfully daily, so I have no idea what's wrong here.

I have a web site that is very time sensitive.  It locks out bidders at
noon, and today, a bidder complained that he was locked out at 11:55 am.
checked the system clock, and it was 5 minutes off.  Now, it should have
synced at 11:46 am, but it didn't, and now he's pissed.  So, any clue on how
to put a time sync in cron that works would be wonderful!

Its Ubuntu 9.04.
