I'd suggest an 8820. GSM, GPS, WiFi. No camera. Old enough to be cheap. New enough to run most third-party software (BB OS 4.5). Not quite new enough to run the "new" built-in browser introduced in BB OS 4.6, but still pretty decent as far as mobile browsers go, and Opera Mini is also available.
