Only if your provider lets you. Verizon, for instance, disables this
in some (all?) phones, and charges extra fees for USB tethering.

I think that some devices aren't capable of WiFi tethering. My Droid
won't let me WiFi tether even after rooting it and installing
cyanogenmod.
