I would say [but don't know] yes for the standard shortening service...
mainly because storing the key and querying against it later would be
unneeded [even unwanted?] overhead if you have a popular service. But, I
think they would have to be doing some type of lookup for the "custom"
option. It requires a unique alpha-dash-num string; service turns down the
request if it's something that's been used prior.
DSM Web Geeks did something with URL shortening a few weeks ago at the
monthly gathering. Give them a look-see if you're interested.

Seems to me there could be a whole industry for a technology for converting
the various short-URLs back to long ones, particularly if the tools and
technology provide a means to mitigate potential risks.
Don't bit.ly and others use a hash that stays the same for each shortening
of a reference? So that if you shorten cialug.org and send it to me I will
get the same shortened url if I do it?
