Tmpfs is essentially a ramfs that can be swapped. It wouldn't make a lot of sense to put swap there. Plus you'd have to muck about turning it back into a block device (i.e. loopback file), since it's just a filesystem in its native state.

Not unless you know the key. But if you wanted to hibernate you could use a known key and enter it at boot/wake, rather than using a random key. There's a hint to that effect in the kernel documentation at Documentation/power/swsusp-dmcrypt.txt
