So it's not an HDTV?  The easiest (and probably most expensive) way to 
see your computer display on a tv is to get a TV that has an HDMI input 
and a graphics card that has HDMI or DVI output.  If you like having a 
decent resolution to work with, a 1080p tv is what you want.

Otherwise, there have been several nVidia cards that give you an S-Video 
output.  If you also don't have S-Video to work with, then you will need 
something to convert S-Video or VGA to the standard RCA composite video 
output.

When it comes to actually tuning in on tv stations using your tv to 
time-shift and record tv, there are plenty of other people on this list 
who can chime in who know a lot more about it than me.
