If I recall, Apple was only talking with Cingular (who of course got
bought by AT&T before the deal was complete) and Verizon. According to
http://www.roughlydrafted.com/2007/7/04/how-att-picked-up-the-iphone-a-brief-history-of-mobiles/,
Verizon turned Apple down as they wanted more power in the
relationship.
