I know I'm late but just wanted to mention that that's bull.  I always 
believed the same until I got screwed.  Your DSL line might still be 
congested if your neighborhood is using a lot of bandwidth.  And Qwest 
doesn't guarantee anything either.  Just read my earlier mails on CIALUG.
