Given the assumption of a public IP and encrypted
transport I'd suggest SFTP using Filezilla for the
windows users since it wouldn't require any money.
I suppose it depends on how savvy the users are.
It may be worth the $30/yr for a browser only solution
if you would end up explaining how to use filezilla everytime.
You should be able to create a executable
I've also used GPG Relay with Outlook before with mixed results.
The less savvy users had trouble with it.
