Sorry, that's my fault.

This is what happens when an email is sent from Joomla in HTML and you
copy/paste from Thunderbird into GroupWise and have "send as plain text"
selected, and GroupWise says "convert to UTF8 Y/N" and you say "Y".

This whole 8bit text thing should never have been allowed through. 
7bit email was fine when I started, it should be fine now.  *grumble
grumble grumble*.  :)
