Why wouldn't it be, so long as they comply with the term of the
licenses for all the included software? The GPL and many other open-
source license actively encourage redistribution, and most of those
(including the GPL) make no prohibition against charging for the
software itself, distribution thereof, or other services related
thereto.
If you were around in the early GNU days you might recall their tape
set, which was substantially more than $20. For example, the GNU
