I don't know about krdc, but tsclient is just a front end to rdesktop.
I use it on a fairly regular basis to connect to windows servers, I've
never run into a Windows box running in FIPS mode so I'm not sure what
the problem might be.
Try running rdesktop from the command line to see if it spits out any
errors:
rdesktop SERVER_NAME
