I think we've got it figured out.  For one, the UDP option on our VPN
concentrator was turned off (I'm surprised we didn't have troubles
sooner).  For two, once I reached an actual network admin at the ISP,
he explained that they probably filter inbound ESP protocol.

I turned on UDP transport on our VPN concentrator and I'm going to
have them test with that.  The ISP net admin said he was going to
check the ACL's to make sure ESP is not filtered inbound.

Between those two settings, we should have it.  Amazing what you can
accomplish when you talk to someone at the ISP that knows what they're
talking about.
