I don't know about Skype-banded devices, but most ATAs, including  
those marked for use with Vonage or Earthlink, are subsidized by and  
locked to the specified provider.

Some devices are relatively easy to reset -- depending on the device  
you may be able to reset the firmware to an unlocked "standard" image,  
or may be able to find and load an unlocked image via TFTP. With  
google and the device's model number you should be able to determine  
if what they're selling can be easily unlocked. And at least in the  
past, Vonage would unlock devices for a fee.

But I think a simpler solution is just to buy an unlocked ATA. I know  
D-Link, Zoom, and Linksys all make one; I'm sure others do too. The  
Zoom 5565 and 5567 are both only $55 on NewEgg. I haven't tried the  
Zoom ATAs myself, but I have used a DVG-1402S (or at least my  
grandmother has), which is listed at $85.
