Another option that I don't think was mentioned which would cause what
you're describing is forgetting to hook up the CPU power (4-pin, square
dongle, usually yellow+black wires) into the mainboard.

Barring that, with memory, cpu+fan, and power, you should get a POST.
It's one of the three.  We've mentioned memory already, so power is also
something to consider.

If it's a nice dual-PCI-e graphics-supporting motherboard, you may have
a wattage requirement on the board in excess of 500W.

Some full details on your power supply, motherboard, and CPU would also
help to pin down the issue.
