[Cialug] More mailing list fun

I've fixed a bug on the mailing-list signup on the new site.  Digest
subscriptions will work now.

I've also created an RSS feed for the mailing list archives, in case
you want to lurk but still stay relatively up to date.  You can find
that here:  http://www.cialug.org/mailinglist.rss
