commandline PHP5 with the DOM/xPath can do this:
#!/usr/bin/php
<?php
$dom = new DomDocument();
$dom->loadHTML($htmlContent);
$xpath = new DOMXPath($dom);
$nList = $xpath->query('//description');
echo $nList->item(0)->textContent;
?>
just replace '//description' with '//procedure' and '//reference' to get
the different sections.
