[Cialug] Open Source Workflow

Anybody know of a technology agnostic and open source workflow engine? 
We have a mix of applications (PHP, .NET, Java) and instead of trying to 
find an engine for each environment I was hoping to dig one up with a 
service layer on it that could be used regardless of the technology of 
the calling applications.  The closest thing I can find so far is 
something called Swish, http://www.roxwood.com/swish.jsp.
