[Cialug] issues with nic-to-nic network

I have two servers connected with a cross-over cable.  The first server 
has been up for a while and seems to be running ok.  it's got dual nics. 
  The second I just brought up today and I'm having problems with 
painfully slow download speeds even when copying from the one server to 
the other.  SCP stalls after transferring 128K.  I even tried using wget 
with similar pathetic results.

What should I be checking?
