Is there a choice of whether to install to the MBR or the first partition?
If you are doing the whole disk try the MBR (Master boot record).

I just installed Debian 3.1 to an 18 GB SCSI drive and upon reboot the
message displayed was "Failed to boot OS" or something similar to that. I
am reinstalling the base system and going to pay more attention to the boot
loader install menu this time.
