I would check Power supply, if it isn't that then bad=motherboard?
How old is the board, it sounds a little like the "bad capacitor problem".
Check the caps on your MoBo and see if any are erupting, leaking, or
bulging.

I have a computer that video just stopped working on.
I installed new video card - Failed.
I replaced RAM - Failed.
I don't hear the hard drive when it "boots."
Does not appear to "boot" from cd or floppy.
BIOS? If so how do I fix this while blind?
Maybe motherboard?
Anyone seen this before, it's new to me.
