Does it show up in 'cat /proc/interrupts'? What are NMI:, LOC, and ERR that
show up in that listing?

A watchdog is a combination of hardware and software to reboot a hung
machine. The software part tells the hardware part to start a timer and
if it's not poked within that time period, the software is dead/hung,
reboot the server.
