[Cialug] Freese Notis has VOIP

ah. so the way to get around this would be to have servers in every local
calling area and have them automagically route calls so they are going 
to those
local calling areas? i think i've heard of a service that works like 
this before
but can't quite put my finger on it. its kinda like a peer2peer phone network?
would that be an accurate way of thinking of it?
