I think I would rather see all the spammer's databases get deleted, and
tracked down and deleted for everyone they were sold to rather than an ISP
attempt to get 1 billion dollars (blood from a stone anyone?).

In the hopes that it would be a hardship to the spammer and anyone they sold
the database to.  Unfortunately it is trivial to backup and hide a database
of a million email addresses.
