Have you read the instructions; it most likely will not do ANYTHING by just downloading and double-clicking.  You'll have to have a disk image with Classic Mac OS (probably 9) on it.

Sheepshaver will work with PowerPC computers. I understand that the 
02 January 2008 build is Intel-only, but that earlier versions will
run on a PowerPC computer. Also, there is a version dated 05 January
2008 that is apparently a Universal Binary, capable of running on
either Intel or Power PC Macs.
