I guess that was what I was taking as "requiring".
I know the practice in the LUG is that anyone is welcome to come as  
often as they like, and pay dues if they want or not, though, one  
good reason to pay is that you can serve as an officer even w/o  
paying, but to get out of being an officer (being able to decline)  
you must have paid (iirc).
It turns into quite a fundraiser at election time ;-)
