Not sure about Safari, but you can open a picture in Firefox,
CTRL-click (right-click) on the picture and there is a "Set as
background" option.  Safari should have this, too, but I use Firefox
the most and my Mac isn't handy at the moment so I can't confirm...

There is also supposed to be a way to make a "drop target" using
Automator.  With that option you can create an Automator app that
takes whatever photo you drop on it and turns that into your
background.
