I don't think any "cost cutting" is the reason why PS3's are being  
returned. People looking at the lackluster game selection is more  
likely. The PS3 is by far the best way to get a Blu-ray player. If  
you want to talk cost-cutting, look at the XBox 360 with it's 25 -  
30% failure rate. That's inexcusable. Of course, they're the best  
gaming system on the planet right now so build quality really doesn't  
seem matter to most people.
